The Bar Council of Maharashtra & Goa is responsible for overseeing the legal profession and education in the state as well as the Union Territories of Daman & Diu and Dadra and Nagar Haveli. It must be noted that every state in the country has its own Bar Council, which works under the Bar Council of India (BCI). This article aims to help you understand the complete process, i.e., eligibility, documents, fees, and what to expect after you enroll.

Functions of Bar Council of Maharashtra & Goa

Candidates can check the important functions here 

  1. Managing legal profession and education across state
  2. To conduct the elections fairly
  3. Facilitating the formation of managing committee like Chairman, Vice-Chairman and Treasurer of the Bar.
  4. To admit persons as advocates on its roll
  5. To prepare and maintain such a roll
  6. To entertain and determine cases of misconduct against advocates on its roll
  7. To safeguard the rights, privileges and interests of advocates on its roll
  8. To promote the growth of Bar Associations for effective implementation of the welfare schemes referred to in clause (a) of subsection (2) of this section, clause (a) of subsection (2) of section 7
  9. To promote and support law reform
  10. To conduct seminars and organize talks on legal topics by eminent jurists and publish journals and papers of legal interest
  11. To organise legal aid to the poor in the prescribed manner
  12. To manage and invest the funds of the Bar Council
  13. To provide for the election of its members
  14. To visit and inspect Universities in accordance with the directions given under clause (i) of sub-section (1) of section 7
  15. To perform all other functions conferred on it by or under this Act
  16. To do all other things necessary for discharging the aforesaid functions
  17. Giving financial assistance to organize welfare schemes for the indigent, disabled, or other vulnerable groups
  18. Giving legal aid or advice in accordance with the rules made in this purpose
  19. Establishing law libraries
  20. A State Bar Council may receive any grants, donations, gifts or benefactions for all or nay of the purposes specified in sub-section (2), which shall be credited to the appropriate fund or funds constituted under that sub-section

Q:   How many marks are required to qualify AIBE Exam?
A: 

To qualify for the AIBE exam in 2026, general/OBC candidates typically need to secure at least 40% to 45% of the total 100 marks. Candidates from SC/ST/PwD categories require a minimum of 35% to 40%, though exact cutoffs can slightly vary by session. 

Q:   Can I practice in court without clearing AIBE Exam?
A: 

No. As per the BCI rules, candidates can not practice in the court of law until they have a certificate of practice. The CoP will be issued only to those who clear the AIBE Exam. 

Eligibility for Bar Council of Maharashtra & Goa Registration

  • Candidates must have passed 5-year LLB or 3-year LLB

  • No minimum requirements of marks

  • No minimum or maximum age limit

How to Enroll in the Bar Council of Maharashtra & Goa?

Candidates follow the steps given below to fill out the Application Form

  • Go to barcouncilmahgoa.org
  • Click on the online enrolment link
  • Sign up by entering name, mobile number, email id and father’s / husband’s name
  • Enter the required details in the form
  • Upload photograph & signature
  • Upload the documents required for enrollment in the Bar Council of Maharashtra and Goa
  • Complete the enrolment application fee payment
  • Take a printout of the application form
  • Send hard copy of your application form to the council with fee recipt
  • If online submission isn’t available, you’ll need to fill out a physical form and submit it manually.

What after the Bar Council of Maharashtra & Goa Registration?

Once the enrollment process is over, you will be issued a Provisional Sanad, which means you're officially registered but still need to clear one more hurdle. Then you have to appear for the AIBE and clear it. If you qualify the exam, the BCI will issue you a Certificate of Practice, which will give you the license to practice law in any court across the country.

Yes, candidates can raise objection on AIBE Answer Key. Based on the objections received, the AIBE Final Answer Key will be released. The AIBE Result is declared based on the final answer key.

There is no negative marking in the exam. But one mark is given for every correct answer. In case you leave any questions unanswered, nothing will be deducted.

The AIBE provisional answer key will be released soon after the exam. It will be published on allindiabarexamination.com. The objection window will open thereafter for candidates to challenge discrepancies.

Candidates who will successfully pass the AIBE exam will be issued the CoP by BCI. The qualified candidates will have to collect their Certificate of Practice from their respective State Bar Councils. It is a mandatory document to practice Law in India.

Students appearing for the AIBE exam must carry a coloured copy of the AIBE admit card. They must paste a recent coloured passport size photograph on the admit card.
