The India Today-MDRA ranks suggest that the institutes are ranked based on Objective (academics, personality development, placements, etc.) and Perceptual (how employers and academicians perceive) scores. Best Colleges for Science in Mumbai with Fees 

At the best science colleges in Mumbai, fees can differ. Do factor in infrastructure (labs and accommodation), funding from societies or trusts, specialisation, affiliations, location and interconnectivity. B.K. Birla, with its location in Kalyan (western part of MMR), is much more affordable, with a general BSc course starting at ~INR 14,700, than other institutes in main city areas such as Churchgate or Vile Parle West. Also, the specialisations can change the fee ranges, too, even when the same institute offers different courses.
