Yes, the JEE Main admit card is needed at the time of JoSAA counselling.

After you download the JEE Mains admit card, you have to:

1. Paste a photo (same as the one uploaded in the online form before reaching the exam centre).
2. Do signature (on the exam day, in presence of invigilator)
3. Put left hand thumb impression  (before reaching the exam centre)

As per NTA notification, there is no restrictions on tattoo. Candidates can have tattoos and they will not be denied entry becasue of this. NTA has not specified any fixed dress code fo JEE Main exam. However, candidates are advised to wear light and comfortable clothes on the day of exam.
