It is quite impossible to get a government seat  in Uttar Pradesh or Bihar with 332 NEET marks. The fee budget of INR 4 Lacs is insufficient for private dental colleges.

It might be difficult to secure a seat if you are from general category and looking to secure under AIQ. But, you have a fair chance of admission to BDS programme at Government Dental College and Hospital, Patiala, if you belong to an EWS, OBC, or SC/ST category.

Not directly, you'd have to reappear for NEET-UG and start MBBS from scratch. BDS credits are not transferable. However, many BDS graduates pursue MDS specialisation instead in PG, which is equally rewarding.
