IIT Kanpur Hosts 6th Regulatory Conclave
The Centre for Energy Regulation (CER) at IIT Kanpur organised the 6th Regulatory Conclave on Energy Transition and the Framework for Renewable Purchase Obligation (RPO). Chaired by P. Ravi Kumar, I.A.S (Retd.), Chairman of the Karnataka Electricity Regulatory Commission (KERC), the virtual conclave brought together over 250 participants, including policymakers, regulatory authorities, representatives from NGOs, and professionals from both government and private sectors.
The conclave centred on India's ambitious renewable energy commitments and the critical role of the RPO framework in enabling a smooth energy transition. Panelists examined the challenges faced by obligated entities in meeting RPO mandates, assessed the impact of emerging technologies, and explored essential policy interventions to strengthen the framework.
Discussions covered key regulatory and policy aspects, including the definition of RPO, transparency in renewable energy generation, compliance mechanisms, market-based solutions like Renewable Energy Certificates (RECs), and the effectiveness of penalty mechanisms in ensuring adherence to RPO obligations
Prof. Anoop Singh, Founder & Coordinator of the Centre for Energy Regulation and Energy Analytics Lab at the Department of Management Sciences (DoMS), stated, “The Renewable Purchase Obligation framework represents a cornerstone of India's energy transition strategy. This conclave brings together diverse perspectives from policy, regulatory, and industry domains to collectively strengthen the RPO mechanism, to support energy transition in the Indian power sector. We propose REC–based Unified RPO Compliance Framework and multiplier-based fungibility for RPO targets across categories of RE sources."

- Category A: In this case, both degrees are in the same discipline/department. Example: BTech-M Tech.
- Category B: This is a two-discipline/ department programme where the bachelor’s degree is in the parent discipline/ department and the master’s degree is in a different discipline/ department. Thus, three combinations are possible in this category, ex: BTech-M Tech, BTech-MS and BTech-MDes. Students can choose any one of the aforementioned combinations.
- Category C: In this case, the bachelor’s degree is in the parent discipline/ department and the master’s degree is MBA. Ex: BTech-MBA.
