MCC NEET Counselling 2025 registrations for the Special Stray Round are being held from December 18 to 20, 2025. The choice filling and locking facility is available from December 18 to 21, 2025. The NEET Special Stray round seat allotment result will be out on December 23, 2025. Candidates can report to colleges from December 24 to 31, 2025. The MCC has announced the schedule of NEET UG Counselling Special Stray Round for MBBS, BDS and BSc seats and Round 5 for BDS and BDs seats. The MCC NEET Special Stray Round seat matrix 2025 has also been released. 

MCC NEET Round 5 registrations and choice filling will be held from January 1 to 2, 2026. The Round 5 seat allotment result of NEET 2025 Counselling will be out on January 3, 2026. The institute reporting facility will be available from January 4 to 10, 2026. 

Note: The Round 5 announced earlier for BDS seats stands cancelled as these seats will now be filled along with MBBS counselling through Special Stray Round.

The MCC is conducting the NEET UG counselling for 15 per cent All India Quota (AIQ) seats. The counselling for 85 per cent of the medical seats is being conducted by state counselling authorities.

Q:   What is the process to register for NEET UG counselling?
A: 

The registration process for NEET UG counselling is completely online. The step by step process to register for NEET UG counselling is as follows:

  • Visit the official website of MCC – mcc.nic.in 
  • Click on the ‘New Registration’ tab under the Candidate Activity Board section
  • Click on the New Candidate Registration tab
  • Read the instructions and click on 'I Agree' check box
  • Enter the mandatory details such as NEET UG roll number, NEET UG application number, mother’s name, date of birth and security pin
  • Click on 'Submit'
  • The credentials will be generated and sent to the registered email address
  • Complete the registration form by entering personal, educational, NEET result and other details and uploading of scanned photograph and signature
  • Pay the registration fee and take a printout of the registration confirmation page

Candidates must ensure that they have completed the registration process. Otherwise, they would not be able to proceed towards choice filling, which will ultimately result in the non allotment of seats. 

Q:   What are the NEET UG Counselling Special Stray Round registration 2025 dates?

The MCC has announced the registration dates for the NEET UG Special Stray Round 2025. Eligible candidates can register for the NEET UG Counselling from December 18 to 20, 2025. The registrations are invited at mcc.nic.in. 

Q:   Has registration started for NEET UG 2025 round 5 counselling?
A: 

The MCC has not started the registration for NEET UG 2025 round 5 counselling yet. As per the schedule, the round 5 registration will begin on January 1, 2026. Registration has to be done at mcc.nic.in. Last date for round 5 registration is January 2, 2026. Choice filling deadline is the same as well.

What is MCC NEET Counselling?

MCC provides counselling for admission to undergraduate courses such as MBBS, BDS, and BSc Nursing. The counselling process is conducted on the basis of marks obtained by the candidates in the NEET exam. Subsequently, a cutoff list is also released, which decides the minimum eligible marks required for admission to different MBBS, BDS, and Nursing colleges.

The admission to MBBS, BDS and BSc Nursing colleges for the seats reserved under All India Quota (AIQ)/institutional quota/domicile (internal candidates) of Central Universities (Aligarh Muslim University/Banaras Hindu University/University of Delhi/Faculty of Dentistry, Jamia Millia Islamia, Delhi), Employee State Insurance Corporation (ESIC) and Armed Forces Medical College, Pune, is done through the MCC counselling. Admission to AIIMS and JIPMER is also done through the MCC NEET counselling.

Q:   How many rounds are there in NEET UG Counselling 2025?

The MCC has announced a total of six rounds for NEET UG Counselling 2025 process so far. The round 1, round 2, round 3 and stray rounds were held for MBBS, BDS, BSc and other seats. However, MCC NEET round 5 and 6 are being held for BDS and BSc Nursing.

Q:   How many seats are there for MBBS in India 2025?
A: 

As per the website of National Medical Commission (NMC), a total 1,18,379 medical or MBBS seats are available in India in 2025. The NMC has published the List of College Teaching MBBS containing the names of the states, number of MBBS seats available against each state and category of seats- Government or Private.

Q:   Is there any restriction for filling up number of choices of institutes and courses during the NEET counselling process?
A: 

No, there is no limit in terms of entering the number of institutes and courses during the choice filling rounds of the NEET counselling process. Candidates can give as many choices as they wish for during online choice filling round. However choices should be in order of candidates' preference. According to the Medical Counselling Committee or MCC, There will be common software for AIQ, Deemed, Central Universities, B.Sc. Nursing, AIIMS, JIPMER, AMU, BHU for filling up choices. Also, there is no separate charge for choice filling. Candidates must also note that only filling choices is not enough, they must lock the choices within the stipulated date after verifying the choices and the preference order.

Q:   Is it necessary to fill up the NEET counselling choices and lock the choices to get seat allotted?
A: 

After online registration for NEET counselling process, candidates will have to fill in choice of Institutions/colleges/courses in order of their preference. Once the choice is filled in, it can be modified before locking it. During the choice locking period, it is necessary to lock the choices to get a printout of the submitted choices. If a candidate does not lock the choice submitted by him/her, it will be automatically locked as per schedule. In case they don't register and fill in choices during registration period, they will not be allotted any seat. NEET counselling registration will be available before the first three rounds of counselling, and not before the Stray Vacancy Round.

Q:   Is it necessary to join allotted Medical/Dental College of Round 1 to get chance to participate in Round 2 of NEET counselling?
A: 

No, candidates need not report or join the allotted college of NEET counselling Round 1 since there is free exit. However if they want to retain the Round 1 seat and upgrade in Round 2 they have to physically join the college of Round 1 and give up-gradation willingness for Round 2 at the time of admission. In case candidates decide to resign the seat allotted to them in the first round, then they can do so prior to registering in the next round of NEET counselling.

Q:   What is the meaning of Clear Vacancy and Virtual Vacancy for the Seat Matrix of NEET counselling?
A: 

The terms Clear Vacancy and Virtual Vacancy are related to the NEET seat matrix, which is released prior to each round of counselling. Clear Vacancy means empty or unclaimed seats at the end of the institute reporting process conducted at the end of each round. After the declaration of the seat allotment result, if a candidate exits the seat, then those seats come under the Clear Vacancy category. On the other hand, Virtual Vacancy refers to the seats which are considered to be available, if candidates allotted those seats opt for upgradation. In case their seat is not upgraded then the virtual vacancy will not be applicable anymore.

NEET counselling seat matrix refers to the number of seats offered across the participating institutes for each course. MCC NEET Counselling 2025 Eligibility Criteria

To participate in the MCC NEET 2025 counselling process, candidates have to fulfil the following eligibility requirements:

  • They must qualify for the National Eligibility cum Entrance Test (NEET)

Q:   What is the difference between NEET All India counselling and NEET state counselling?
A: 

NEET counselling or the NEET UG All India counselling and the NEET state counselling process are conducted for admission to MBBS, BDS, AYUSH and other courses. The NEET UG All India counselling is conducted by MCC for the 15 per cent AIQ seats. On the other hand, the state NEET counsellings are conducted by the State Authorities, such as the Department of Medical Education (DME) for different states and Union Territories (UTs) for the 85 per cent State Quota (SQ) seats. The timeline and processes may vary for the NEET All India counselling and the state counselling for NEET. In general, there are three to four rounds for both counselling types. In the state counselling for NEET, the authorities release a merit list for registered eligible candidates. But MCC does not release a merit list. The other steps involved in both counselling types are similar, including registration, choice filling, release of seat allotment and institute reporting. 

Q:   What is the cutoff for NEET?

MCC NEET UG 2025 Counselling Process and Steps

MCC NEET UG counselling is conducted online at mcc.nic.in. For AIQ seats, there are four rounds of NEET counselling: Round 1, Round 2, Round 3 and Stray Vacancy Round. The number of rounds will depend on the seat vacancy status. Last year, MCC announced two additional rounds of counselling for the BDS and BSc Nursing course admissions. Seat allotment is done for government and private medical colleges, deemed/central universities, ESIC/AFMS institutes, AIIMS, and JIPMER.

There are a minimum of seven steps followed at the MCC NEET counselling. Each step is described in detail below.

Release of Seat Matrix

MCC will release the seat matrix for MBBS and BDS courses across the participating universities offering 15 per cent All India Quota (AIQ) seats. 

Registration

Candidates have to register for the MCC NEET 2025 counselling for each round, except the Stray Vacancy round. The registration process will be completely online and candidates will have to provide data such as contact details, NEET 2025 Roll Number, Rank and Scores along with other mandatory details. Non-refundable registration fees and refundable security deposit also have to be paid. The process to register for MCC NEET 2025 counselling is given below:

  • Enter the mandatory details such as NEET UG roll number, parents’ name, date of birth and security code

  • Select the password

  • The credentials will be generated and sent to the registered email address

Choice Filling

In this segment, candidates have to select colleges to which they wish to take admission. Registered candidates will have to log in to the MCC website with their credentials and then fill in choices. MCC states, “It is advised that after going through the list of seats available, a tentative list may be prepared first as per your preference of colleges, before attempting to fill choices online.”

Choice Locking

The next step is to lock the choices entered by them. During the choice locking period, it is necessary to lock the choices to get a print of your submitted choices. Cautioning candidates, MCC states, “Don’t wait till the last minute to register and lock your choices and to take a printout. Please go through your submitted choices before locking, as once you lock the choices they cannot be modified or changed even if you have made a mistake. It may result in the allotment of a seat which you never wanted. Please note that the choices once locked cannot be unlocked even from MCC.”

Verification by Universities and Processing of Seat Allotment

The universities and colleges will verify the registration details and choices submitted by candidates. Accordingly, they would release the seat allotment result and share it with MCC.

Seat Allotment Result

MCC will release the seat allotment result for candidates who had registered and submitted choices following the due process. First, a provisional result will be released and candidates will be allowed to submit objections if any and then, the final result or seat allotment list will be released. Based on their seat allotment, candidates can either accept or go for the institute reporting round. Or they may opt for an upgrade of seats. In the case of the latter, they will have to register for further rounds of counselling.

Document Upload

After the seat allotment list is released, candidates will have to upload documents to the MCC NEET 2025 counselling website. The list of documents has been mentioned here on this page. 

Institute Reporting

In this final step, candidates will have to visit the institutes where they wish to take their medical admission. This step involves verification of the hard copy of mandatory documents and payment of admission fees.

Candidates must note that the seat allotment result will be directly released in the last and final round, which is the Stray Vacancy round. Hence, the registration or choice-filling procedure would not be applicable in this round.

Candidates eligible for seat allotment in the NEET counselling of second round would be from one of the following groups. Group I- Registered candidates who did not get any seat allotment in the first round. Group II- Registered candidates who have secured seat and whose first round of allotted seat got cancelled during the document verification on reporting for admission will be considered for allotment of seat in the next round of seat allotment, with changed Category, subject to availability of seat in respective category. State Counselling for NEET UG 2025: For State Quota Seats

As mentioned earlier, NEET UG counselling for 15 per cent AIQ quota seats is conducted by MCC. The remaining 85 per cent of seats will be filled through the state counselling for the MCC NEET 2025 counselling process of the respective state. Admission to private colleges in a state will also be through the counselling of that respective state.

Q:   Can I participate in the state and all India counselling (NEET) simultaneously?
A: 

Yes, medical aspirants can participate in the state as well as the All India NEET counselling processes simultaneously. In general, the dates of state and the All India NEET counselling rounds will be different.

Before participating in either of the NEET counselling processes, candidates must ensure that they fulfill the eligibility criteria. For the State NEET counselling processes, candidates must belong to the domicile. Students not belonging to the state may also participate in the particular NEET state counselling, provided they register and participate from the NRI quota. Apart from that, other eligibility criteria are the same. 

Q:   Can NEET candidates participate in more than one state counselling?
A: 

Yes, it is possible to participate in two state-level NEET counselling processes simultaneously. They may participate in the MCC NEET counselling or the national level counselling as well. However, once they are allotted a seat and they take admission, they will not be eligible to participate in other state or national level counselling processes. Moreover, if a candidate does not belong to a particular state, then he or she have to participate in NRI quota.

How to Convert Nationality From Indian to NRI

Candidates willing to convert their nationality from Indian to NRI had to send the filled up form along with the requisite documents to the email id ug.nri.mcc@gmail.com

The following documents have to be uploaded in the email in the following order:

i. NEET-UG Admit Card and Score Card

ii. Proof of NRI Status of the parent/relative:

  • Valid Passport
  • Visa / Residence Permit / Work Permit
  • Overseas Citizen of India (OCI) card / PIO card, if applicable
  • NRI Certificate issued by the Competent Authority (Embassy / Indian Consulate).

iii. Certificate of Relationship between the NRI relative and the candidate issued by the competent Revenue Authority through Family Tree.

iv. Affidavit (Notarized) by the NRI relative stating that they will sponsor the entire course fee and living expenses of the candidate during the period of study duly supported by NRE (Non-Resident External) Bank Account Pass Book.

v. 10th & 12th mark sheets + passing certificate

vi. Birth certificate

vii. Passport of candidate/ Sponsorer (optional)

Conditions Levied by MCC for Candidates Willing to Convert Nationality to NRI

MCC has laid down the following conditions for candidates who are willing to change nationality to NRI:

  • Candidates must have appeared and qualified for NEET 2025

  • Once the category is changed, candidates will not be able to avail benefits under the Muslim Minority quota/Jain Minority Quota/ SC/ ST/ OBC/ EWS or any other Quota.

  • The conversion of the Nationality of candidates from ‘Indian’ to ‘NRI’ is ‘Provisional’ based on the documents submitted by the candidates which will be verified by the allotted college authorities at the time of reporting.

Q:   Who conducts NEET counselling?

The NEET counselling is segregated into two categories: central or national, and state counselling. The central counselling for NEET is conducted by the Medical Counselling Committee. The NEET counselling process conducted by MCC is for the admission to the 15 per cent All India Quota seats. On the other hand, State Authorities or the Education Department of various states conduct NEET state counselling for the 85 per cent state quota seats. MCC conducts the NEET counselling for MBBS, BDS and B.Sc. Nursing courses. On the other hand, the State Counselling Authorities conduct the admission process for MBBS, BDS, BAMS, BHMS, and other medical or allied courses.

Q:   When did the NEET 2025 counselling process begin?

The NEET 2025 counselling process began on July 21, 2025. The dates for four rounds have been announced by the Medical Counselling Committee (MCC), which is scheduled till October 25, 2025. Originally, the last date of counselling was October 3, 2025, which was postponed twice due to NRI/PWD candidate requests, and ongoing court cases.
