To strengthen disaster resilience and emergency communication, the Centre for Development of Telematics (C-DOT), the Telecom R&D Centre under the Department of Telecommunications (DoT), Government of India, has partnered with the Indian Institute of Technology Delhi (IIT Delhi) to develop a Generative AI-Enhanced Chatbot for disaster early warning and emergency response.

This initiative supports the broader vision of enhancing automated and reliable communication services while strengthening India’s disaster preparedness infrastructure. By integrating AI-driven decision support, intelligent call routing, and multilingual voice recognition, it aims to transform disaster response, enabling faster, smarter, and more efficient emergency communication.

AI Chatbot for Emergency Alerts & Disaster Management

The AI-powered chatbot will deliver real-time multilingual support to disaster managers, first responders, and affected communities by leveraging advanced Natural Language Processing (NLP), Text-to-Speech (TTS), Speech-to-Text (STT), and Image Processing technologies. Designed for seamless crisis coordination, it will integrate with 3GPP-compliant emergency communication protocols while operating as a fully on-premise solution, ensuring cybersecurity compliance, data privacy, and high availability for mission-critical applications. Additionally, it will enhance the existing Disaster Management System of NDMA, developed by C-DOT, by strengthening its emergency response capabilities.

Dr. Rajkumar Upadhyay, CEO of C-DOT, underscored the significance of indigenous innovation in disaster communication, emphasizing the role of AI-powered solutions in addressing India’s diverse and complex emergency response challenges. He reaffirmed C-DOT’s commitment to developing secure, scalable, and India-centric telecom solutions, aligning with the vision of ‘Atmanirbhar Bharat’ in critical communication infrastructure.
