In an official statement, the CBSE emphasized the importance of timely data updates for scribes, requesting all centre superintendents and schools to ensure that the details of scribes are accurately updated in the Online Exam Centre Management System (OECMS).

CBSE Board Exam 2025: The Central Board of Secondary Education (CBSE) has announced a special initiative to recognize the efforts of scribes who assist Children with Special Needs (CWSN) candidates during the CBSE Class 10 and 12 board exams 2025. In a move to appreciate their valuable contribution, the board has decided to issue a Letter of Appreciation to scribes who help these candidates during the examinations. The CBSE 2025 exams are currently underway, having started on February 15, 2025.

In an official statement, the CBSE emphasized the importance of timely data updates for scribes, requesting all centre superintendents and schools to ensure that the details of scribes are accurately updated in the Online Exam Centre Management System (OECMS).

Importance of Updating Scribe Data on OECMS Portal

In a bid to streamline the process and ensure the timely issuance of appreciation letters, CBSE has directed that the data for scribes assisting CWSN candidates must be filled in the OECMS portal. This measure will ensure that the board can easily access this information and issue the Letter of Appreciation to the scribes once the exams conclude. The board has clarified that this data should be updated on a daily basis, as it will also be used for exam-related payments to various functionaries.

The board further explained that the CWSN facilities and exemptions are mentioned on the candidates' CBSE admit cards for 2025, and it is important for the centre superintendents to make proper arrangements well in advance for those candidates. If a centre superintendent has been appointed externally, the schools are responsible for ensuring that the data is updated.

CBSE Changes Affiliation Rules for Schools in 2026-27 Session

In addition to the recognition for scribes, CBSE has also made notable changes to its affiliation rules for schools. According to the latest amendments in the CBSE affiliation bye-laws, schools will now be allowed to apply for CBSE affiliation through the SARAS portal with or without the No Objection Certificate (NOC) from the state government, starting from the 2026-27 academic session.

The board clarified that if a school applies for affiliation without an NOC, it must submit a letter to the state government, seeking comments regarding the application. The state education department will have a month to respond, and if any objections are raised, they must be submitted within the following 15 days. If the state government fails to respond within this timeframe, CBSE will proceed with considering the application for affiliation.

Key Takeaways from CBSE’s Latest Initiatives

  • Scribes Helping CWSN Candidates: For the CBSE 2025 board exams, scribes assisting CWSN candidates will receive Letters of Appreciation.
  • OECMS Portal Updates: Centre superintendents and schools are instructed to update scribe data on the OECMS portal daily for smooth processing and timely payments.
  • Affiliation Changes: The CBSE affiliation process has been modified, allowing schools to apply for affiliation without an NOC for the 2026-27 session.
