IIT Roorkee, FOR Ink MoU to Set Up Centre of Excellence in Regulatory Affairs
IIT Roorkee signed a MoU with FOR to establish a Centre of Excellence for Regulatory Affairs, aimed at advancing research, training, and innovation in regulatory frameworks.
The Indian Institute of Technology (IIT) Roorkee has signed a Memorandum of Understanding (MoU) with the Forum of Regulators (FOR), a statutory body constituted under the Electricity Act, 2003, to establish the Centre of Excellence for Regulatory Affairs. This landmark initiative aims to foster advanced research in regulatory and policy frameworks, offer advisory support, organize capacity-building programs, facilitate dialogue through dedicated platforms, and promote knowledge management in the regulatory sector.
Through this MoU, IIT Roorkee will lead cutting-edge research, offer advanced capacity-building programs, provide expert advisory services, and facilitate dialogue among regulators, industry, and academia, initially focusing on electricity regulation under the Electricity Act, 2003, with scope for expansion into other critical infrastructure sectors. The Centre of Excellence for Regulatory Affairs, supported by seed funding from the Forum of Regulators, will serve as a pioneering academic and research initiative in India.
Following the signing of the MoU, the delegation visited the Department of Hydro and Renewable Energy at IIT Roorkee, known for its pioneering research and innovations in sustainable energy. The visit showcased the department’s significant contributions to hydro power, clean energy technologies, energy storage, and grid integration, reaffirming IIT Roorkee’s commitment to driving national progress through impactful, knowledge-driven advancements in the energy sector.
In his address, Prof. K.K. Pant, Director, IIT Roorkee, expressed his pride in this landmark collaboration, calling it a transformational step in India’s regulatory evolution. “This Centre of Excellence is a timely initiative that positions IIT Roorkee as a national think tank for regulatory and policy research. By fostering data-driven policymaking and technical capacity building, we aim to contribute meaningfully to India’s growth story and the vision of Viksit Bharat@2047. I applaud the foresight of FOR and the dedicated efforts of Prof. Arun Kumar in conceptualizing and advancing this vital initiative.”
Harpreet Singh Pruthi, Secretary, FOR and CERC, said, “The Centre of Excellence will serve as a dynamic platform for empowering regulators, industry experts, and policymakers through rigorous research, capacity building, and forward-thinking dialogue. This collaborative initiative reflects the Forum of Regulators’ continued commitment to advancing robust, transparent, and future-ready regulation in line with national priorities.”
