Which IIT sets toughest GATE Question Paper?

Answer to this question cannot be a sure shot one, as each IITs have its academic standards and format for setting GATE question paper. Overall, GATE exam is known for maintaining a consistent difficulty level for the past 10 to 15 years. This is to maintain uniformity, confirming scoring is done fairly.  But in student communities and forums, response is not same.
