HSTES Counselling 2025: Haryana State Technical Education Society (HSTES) has completed HSTES counselling 2025. The HSTES 2025 counselling schedule differs for all the courses, and the detailed schedule is now available on this page and the official website, hstes.org.in.

HSTES conducted the HSTES 2025 counselling for admission to BE/BTech, BTech (LE), BArch, BPharm/BPharm (LE), and Diploma courses. 

Available seats across courses will be allotted to the eligible candidates via the online centralised state-level counselling called the Haryana HSTES counselling. The HSTES counselling process includes registration, choice filling, allotment of seats, and physical reporting at the allotted institute to confirm the allotted seat.

Admission to BE/BTech will be based on JEE Main 2025 ranks and admission to BArch courses will be based on NATA 2025 or JEE Main 2025 paper 2 ranks. On the other hand, the online common entrance test (OCET) will be held for admission to the BPharm course. Admission to BPharm(LE), BTech (LE) and diploma courses will be based on qualifying exam scores. HSTES Counselling Registration 2025

All candidates have to register for the HSTES counselling 2025 for allotment of seats. The registration process can be checked below:

  • Registration: Access the official website, techadmissionshry.gov.in and register using the details asked like Course, JEE Main Roll No. as per JEE-Main admit card etc. and create your passwords/ credentials for further login.
  • Fill out the application form with the details asked: After registration, candidates have to fill out the application form which shall have 7 steps.
  • Submit and confirm the registration: Before submission, candidates must check all the details. The candidate will be redirected to the “Registration Confirmation” page where all entered registration details are displayed for confirmation once again. If you found any detail incorrect, that can be corrected by using the option “edit registration details” otherwise “Click here to continue”, if all the registration details shown are correct.

Before applying for HSTES 2025 counselling, candidates must check their eligibility for the same. The HSTES 2025 eligibility is given below:

Haryana HSTES BE/BTech Counselling Eligibility

Academic qualification: A candidate should have

  • passed 10+2 examination with Physics/Mathematics/Chemistry/ Computer Science/Electronics/Information Technology/ Biology/ Informatics Practices/Biotechnology/Technical Vocational subject/ Agriculture/ Engineering Graphics/Business Studies/Physics/ Mathematics/Chemistry/Computer Science/Electronics/Information Technology/Biology/Informatics Practices/Biotechnology/Technical Vocational subject/Agriculture/Engineering Graphics/Business Studies/Entrepreneurship.
  • obtained at least 45% marks (40% marks in case of candidates belonging to reserved category) in the above subjects taken together.

OR

  • passed DVoc stream in the same or allied sector.

Admission based on: JEE Main 2025 ranks

Haryana HSTES BTech LE Counselling Eligibility

Academic qualification: A candidate should have

  • Passed Minimum 3-year / 2-year (Lateral Entry) Diploma examination in any branch of Engg. & Tech. with at least 45% marks (40% marks in case of candidates belonging to reserved category).

OR

  • Passed B.Sc. Degree from a recognized University as defined by UGC, with at least 45% marks (40% marks in case of candidates belonging to reserved category) and passed 10+2 examination with Mathematics as a subject.
  • For Kashmiri Migrants (KM) relaxation in cut-off percentage up to 10%, subject to minimum eligibility requirement.

Admission based on: Rank/inter-se merit to be prepared by HSTES from the percentage of marks obtained in the qualifying examination.

Haryana HSTES BPharm Counselling Eligibility

Academic qualification: Candidate shall have passed the 10+2 examination conducted by the respective State/Central Government authorities recognized as equivalent to the 10+2 examination by the Association of Indian Universities (AIU) with English as one of the subjects and Physics, Chemistry, Mathematics (P.C.M.) and or Biology (P.C.B/P.C.B.M.) as optional subjects individually. Any other qualification approved by the Pharmacy Council of India equivalent to any of the above examinations.

Admission based on: Inter-se-rank of Online Common Entrance Test (OCET)-2025 conducted by the HSTES 

Haryana HSTES BPharm LE Counselling Eligibility

Academic qualification: A candidate should pass in D. Pharmacy Course from an institution approved by the Pharmacy Council of India under section 12 of the Pharmacy Act.

Admission based on: Inter-se-merit of the percentage of qualifying Examination i.e. D. Pharmacy.

Haryana HSTES Diploma Engineering Counselling Eligibility

Academic qualification: Passed 10th Std/ SSC Examination.

Admission based on: Inter-se-merit/ rank prepared of percentage of Secondary School Examination (Matriculation) or equivalent qualifying examination.

Haryana HSTES Diploma Engineering (LE) Counselling Eligibility

Academic qualification:

  • Passed 10+2 examination with Physics/Mathematics/Chemistry/Computer Science/Electronics/ Information Technology/Biology/Informatics Practices/Biotechnology/Technical Vocational subject/ Agriculture/Engineering Graphics/Business Studies/Entrepreneurship.

OR

  • 10 + (2 years ITI) shall be eligible for admission to Second Year Diploma Course(s) in ANY branch of Engineering and Technology as per compatibility.

OR

  • NSQF level 4 in any course will be eligible for consideration in various Diploma Engineering courses as per compatibility.

Haryana HSTES Diploma Pharmacy Counselling Eligibility

Academic qualification:

  • 10+2 passed from the Board of School Education, Haryana, or examination from a recognized board/ university.
  • Passed from a recognized Board/University in any of the following examinations with a pass in Physics, Chemistry and Biology/ Mathematics:
  • Intermediate examination in science
  • First year of the three years degree courses in science
  • Regular 10+2 examination only in the science academic stream
  • 12 years Higher Secondary Education Board Exam (Science academic stream with Physics, Chemistry, Biology) of Higher Secondary Education Board, Nepal.
  • Any other qualification approved by the Pharmacy Council of India as equivalent to any of the above examination

What is HSTES?

HSTES is the Haryana State Technical Education Society which is set up by the Haryana Government. HSTES conducts state-level counselling for admission to various graduate and diploma courses in different disciplines of Engineering, Technology, Architecture & Planning, Pharmacy, Management etc. in the state of Haryana. HSTES counselling is held in online mode and is a single centralised admission channel to the aforementioned courses. All candidates interested in taking admission to various participating colleges in HSTES counselling have to register and fill in choices based on their preference, eligibility and qualifying merit.

HSTES counselling is of 2 types:

  • 1st counselling: This counselling is done for all categories namely RoHC, HOGC, HGST, SC, SC-D, BC-A, BC-B, PH, ESM (with all priorities) and FF of all categories with 25% Horizontal Female reservation.
  • 2nd counselling: This counselling is done for all categories namely RoHC, HOGC, HGST, SC (by merging SC and SC-D in SC), BC (by merging BCA and BCB in BC) and merging all ESM (all priorities) and FF with 25% Horizontal Female reservation.

HSTES 2025 Counselling Process

Via the HSTES counselling 2025:

  1. The admissions to BE/BTech courses are made based on the All India Rank of JEE Mains conducted by the National Testing Agency (NTA).
  2. Admissions to the BArch course are made based on rank obtained in NATA conducted by COA and JEE Main paper part II conducted by NTA.
  3. The admissions to Diploma courses are made based on inter-se-merit of qualifying examination. HSTES also conducts state-level Online Common Entrance Test (OCET) for admission to the BPharmacy course.

  • Online registration and deposition of registration fees: Candidates have to register at the HSTES counselling portal with details asked like the details of Course, JEE Main Roll No. as per JEE Main admit card etc. and create your passwords/credentials for further login. Candidates need to complete the registration process filling all the details asked and paying the applicable counselling registration fee.
  • OCET (Online common entrance test) only for BPharm candidates: The candidates who have applied for the BPharm course, will be issued the admit card to appear for the online common entrance test (OCET). The OCET exam will be held as per the schedule and the result will be announced based on which candidates can participate in HSTES counselling for the BPharm seat allotment process.
  • Document upload and verification: The candidates have to upload their certificates/ documents to participate in centralised online HSTES counselling on the website as per the key dates.
  • Merit list display (except BE/BTech): Except for the candidates of the BE/BTech course, a merit list will be released based on qualifying exam marks. The candidates whose documents will be verified successfully will be included in this merit list and based on their ranks in the merit list, they can fill in their choices in the HSTES counselling. Based on their inter-se merit rank, category and choices filled, seats will be allotted to them.
  • Choice filling and locking: Candidates will be shown the available choices based on their rank. The number of seats available in an institution will be displayed based on eligibility and category.
  • Seat allotment: The Haryana State Technical Education Society (HSTES) will publish the seat allotment result on its official website. After the seat allotment result declaration, candidates have to login to the counselling website using their Roll No. and Password and access the Provisional Seat Allotment result.
  • Reporting at allotted college: Candidates have to report to the allotted institution physically and pay the semester feeto confrim their admission to allotted institute. However, the confirmation of Provisional Admission will be done after the successful verification of uploaded documents at the insititute.

HSTES Counselling 2025 Document Verification

Candidates have to upload the required certificates/ documents to participate in Centralized Online counselling after registration.

Rest of Haryana Category (RoHC): Candidates are required to produce any of the following for consideration in Resident of other than Haryana State Category (RoHC) if the candidate does not have their PPP ID:

  1. Other State “Domicile Certificate” issued by Competent Authority of other State.
  2. 10+2 or the Latest Qualification Proof from a State Other than Haryana.
  3. Affidavit from the parents working as Govt. Employee in a State other than the Haryana State.

Haryana Residence Certificate (In case a candidate has not passed the qualifying exam from the School situated in Haryana):

  1. The candidates who verified their PPP ID No. are residents of Haryana.

Note

Candidates, who have passed their qualifying examination from a Board/ Recognized School situated in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of Bonafide residents of Haryana. However, Haryana Candidates should fill out their Parivar Pehchan Patra Number (PPP ID) Number mandatorily. Therefore, all the candidates claiming Haryana Reservation & seeking admission are advised to prepare & verify their PPP ID. Refer to website https://meraparivar.haryana.gov.in.

Certificate from the Employer in the case of Employee of Govt. of Haryana, members of All India Services born on Haryana Cadre, Employees of Statutory Bodies/ Corporations as per Annexure-II, if applicable

Reserve Category Certificate:

  1. Scheduled Caste (SC) Certificate, Deprived Schedule Caste (SCD) certificate, Backward Class Certificate (BCA or BCB), if applicable and creamy layer / annual parental income certificate as per No. 40/13/2024-1SW and should be matched/verified from their PPP ID and a certificate of BC Category issued by the competent authority.
  2. Certificate in respect of Divyang (PH) Candidates as per as per the PPP ID of the candidate.
  3. Certificate required to be furnished by the Children & Grandchildren of Freedom Fighters.
  4. Certificate from wards of Deceased/ Disabled/ Discharged Military/ Para Military Personnel/ Ex-Servicemen or Ex-Personnel of Para-Military Forces.
  5. Certificate from wards of ex-employees of Indian Defense Services/ Para Military Forces.

More Certificates:

  1. Annual Parental Income, in the case of TFW, BCA and BCB Categories as per the PPP ID of the candidate.
  2. Income and asset certificate in the case of EWS category.
  3. Relevant Kashmiri Migrants (KM) certificate in support of their claim from the competent authority or Relief Commissioner.

OCET 2025 for BPharm Candidates

There will be an Online Common Entrance Test (OCET) for all the students of 10+2 PCM/PCB streams who are seeking admission to the BPharmacy course. The test has 90 objective types Multiple Choice of Questions (MCQs). Each question carries one mark. A separate rank-wise merit list for the test will be prepared. All candidates are advised to be conversant with the handling of keyboard and mouse

The admission will be made based on inter-se rank obtained in the said Entrance Test and as per the choice of Branch/Institution filled by the candidate at the time of locking of choices (counselling).

OCET 2025 Exam Pattern

  • Maximum Marks: 90
  • The syllabus for the Online Common Entrance Test (OCET) for BPharmacy is 10+1 and 10+2 (PCM/PCB stream).

The BPharm candidates have to fill out the application form and provide 3 choices of OCET centres to appear in the test. The candidate shall be allotted OCET centre out of the choices filled in the online application form. The allotted exam centre is intimated to the candidates via the OCET 2025 admit card. The candidate must bring two copies of a printout of the admit card with photographs attested by the gazetted officer and one valid Identity (ID) proof having his photograph on it for verification by the invigilator in the OCET 2025 test centre. Candidates are required to bring along with them a copy of their PPP ID if belong to Haryana State. The admit card will be issued online on the official website and candidates can download it using their HSTES login credentials.

HSTES Counselling 2025 Merit List

For admission to all courses, except for BE/BTech, HSTES will prepare a merit list based on the qualifying exam marks of the candidates. For BE/BTech, admission will be based on JEE Main ranks prepared by NTA.

The proper inter-se-merit and ranks shall be displayed on the official website for the candidates to check. Based on the ranks provided to the candidates in the HSTES 2025 merit list, candidates will be allotted seats during the seat allotment. Separate results shall not be sent to the candidates by post. Candidates are, therefore, advised to ascertain the result at their own from the website and take a print of the same.

HSTES 2025 Choice Filling

After the HSTES 2025 counselling registration and document verification, candidates can login and fill in the choices of courses and colleges from the available list of options displayed. Number of seats available in an institution will be displayed as per the eligibility/category. The non-availability of a seat in an institute for which a candidate is not eligible will not be displayed to them.

Candidate can fill their choices by clicking on Fill/Modify choice and fill their choices priority-wise. Candidate should save the filled choices also. To increase the probability of getting a seat, candidates are advised to fill maximum eligible choices. After filling in the choices, the candidate will lock his/her choices. Locking choices means candidates finally fill their choice.

Candidates can unlock their choices, edit, and sort their choices in the specified time which is available on the key date’s link (choice locking starts, choice locking ends) on the website. Candidate should lock their filled choice for seat allotment results.

HSTES 2025 Seat Allotment Result

HSTES declares the counselling seat allotment result on the official website. After the declaration of the result, the candidate will log in to the counselling website by entering their Roll No. & Password and click on Provisional Seat Allotment result.

If a candidate has been allotted a seat then a page showing a provisional seat allotment letter appears which shows the Institute name, branch allotted to a candidate, Allotment Status and reporting duration. Candidate should download Provisional Seat Allotment letter, and should physically report to allotted institute between specified reporting dates for taking admission.

HSTES 2025 Counselling Upgradation of Allotted Seats

To be considered for a seat upgrade, a candidate must engage in the following round of counselling. After reviewing the terms and conditions, the candidate must select "Accept Participation" and proceed to take part in further counselling. It is recommended that candidates only choose options that are superior to the seat allocated in the previous counselling. Therefore, candidates should prioritize their choices to upgrade. Those who wish to keep their current seat are advised not to participate in subsequent counselling. If a candidate takes part in the second round of counselling and decides that they should have kept their first counselling seat, they can delete all their choices at that stage to retain their original seat.

HSTES 2025 Counselling Physical Reporting

Candidates who are willing to take admission in the allotted institution should report physically to the allotted institute and deposit the semester fee at the time of reporting (as mentioned in key dates), to gain admission to the allotted institute. However, the confirmation of Provisional Admission will be done after verification of uploaded documents by the allotted institute. 

After that the candidate will obtain the computer-generated “Provisional Admission Slip” from the institute and in this way candidate can reserve a seat or confirm the seat.
