Yes, candidates are required to submit proof of domicile in case availing the home-state quota in NITs. It is only NIT where admission is offered against the Home State quota.
Candidates home state is determined based on the state from which you appear for your 12th board exam and on the basis of the state to which you belong.
No. There is no qualifying percentile in JEE Main. However, the candidates who want to appear in JEE Advanced will have to get a minimum qualifying percentile in JEE Mains. This minimum qualifying percentile is announced with the JEE Main session 2 reult.
The JEE Main cutoff for GFTIs is released by the JoSAA after the counselling is over. Candidates can check previous year JEE Main cutoff for GFTIs from the Shiksha page. The cutoff for GFTIs vary for various branches and also category of students.
Candidates who do not score above JEE Main cutoff marks are eligible to take admissions in NITs, IIITs and GFTIs but not IITs. To appear in the admission process for IITs, candidates need to get marks above than the JEE Main cutoff and appear in JEE Advanced exam.

About the JEE Main exam
The National Testing Agency (NTA) conducts the JEE Main exam twice a year (January and April). It is one of the most competitive and important engineering entrance exams in India taken by over 10 to 12 lakh students. The exam is held at a national level to shortlist candidates for JEE Advanced. The questions in the exam are framed from the class 11 and 12 level syllabus prescribed by NTA.
Top 2.5 Lac students in JEE Main are qualified to appear in JEE Advanced. Students qualifying in JEE Advanced are eligible to pursue engineering, architecture and planning courses after completing Class 12. The JEE Main result is declared on its official website - jeemain.nta.nic.in. The JEE Advanced exam is the only gateway to premier engineering institutions - Indian Institutes of Technology (IITs). The JEE Main exam consists of three papers - BE/BTech (paper 1), BArch (paper 2a) and BPlan (paper 2b). In the JEE Main session 1, Shreyas Mishra is among the 12 toppers of JEE Main who scored 300 out of 300 marks and have got 100 percentile.
